Here's an interesting thought play that could help explain:
Assume that scare manifests in people who don't behave ethically because of love or ethics but because of rules and punishments. That would explain why many politicians aren't acting very ethically concerning, let's say, climate change: there is no punisment to them. Instead many of those who act to reduce their negative impact on anything do it because they honor/love/care of other beings and that is not about fright. "Mother can raise a child in fear of punishment or in love of her child."
